Applying for a first adult British passport from outside

My husband and I both hold British and NZ passports (my husband because he was born in Glasgow and immigrated to NZ as a child and myself as my father was born in the Shetland Isles). In 1991 we moved to the UK from NZ to live and our first child was born in London in March 1992 at which time both of our British passports were current. We then returned to NZ in 1993 with our child and have lived here since. Of note the child was added to mine (his mother's british passport) in order to travel back to NZ. The child (now 24) wishes to apply for a British passport from NZ however is confused as to the easiest route to get one.

We have trawled through the UK.Gov site but seem to get conflicting info. Our son has also attempted to apply online for a passport but found that they wanted a lot of my husband's and mine original documents sent over. However from what I have read he should only have to produce his original UK birth cert and our passport numbers at the time he was born.

My son has also contacted the passport office direct and was told it would be easiest if he applied for a passport based on his father being born in Scotland which I find strange considering the above info.

Any suggestions as to how he can get a British passport issued prior to travelling to Britain would be appreciated.
Thank you

Applying from overseas (usually) requires more supporting info than just parent passport #s.

Thank you for your response. This is the table I also ended up going to when I started working through the online process. There is obviously a lot more documentation required when you are applying from outside the UK.

I am thinking therefore it would be best for my son to travel to Britain on his NZ passport and apply for a british passport once he was resident in the UK? He is also looking at working in Norway. excuse my EU ignorance but I am assuming that if he does settle in Norway rather than the UK it still would be easier for him applying for a British passport from Norway rather than NZ????

Thanks
