Referee for child MN1 application

Dear friends,
All my family members hold ILR for the past 1 year.
I am applying for Naturalisation via NCS this week. At the same time, I am applying for registration of my 2 daughters(11 years & 5 years) using MN1 form under Section 3(1). They both were born in India. One of my friend who is a British citizen as well as a Professional has signed as first referee. But I am struggling to meet the below requirement for the second referee. The GP and school have refused to sign. I dont know any social worker or minister of religion.
"One referee should be a professional who has engaged with the child in a professional capacity, such as a teacher, health visitor, social worker or minister of religion."
Please suggest , who else I can approach to sign as a second referee in the MN1 application ?
