FPN - 3 points; criminal conviction section?

Is the UKBA expecting us to declare a driving FPN of 3 points in (section 3.1 - 3.2) the criminal conviction section?
A bit harsh, don't you think?
Or is this suppose to be mentioned somewhere else, as an FPN is not considered to be an admission of guilt?
