Naturalisation Referee

Hi,
I've searched the forum but couldn't find an answer.
My friend is a Gas Engineer and is certified Gas Safe. Does this count as a professional referee? I called UKVI and asked the same questions and the reply 'errr. yes that should be fine' I asked again and got the same answer, doesn't fill me with complete confidence.
Has anyone used a Gas safe Engineer and as a professional referee before?
