- Does Engineer (with professional qualifications) means he has to be a member of a society or be actually chartered?

- Does an IT consultant qualify? Does he/she has to be with professional qualifications?

If the IT Consultant works through his own limited company then I guess he'd qualify under one of these:
- Director/Manager/Personnel Officer of a VAT registered Company
or
- Manager/Personnel officer (of limited company)

The guide says :-

One referee should be a person of any nationality who has professional standing, such as a minister of religion, civil servant or a member of a professional body, e.g. accountant or solicitor

What do they mean by professional standing? Can a Finance Manager with no membership of any professional bodies be accepted as such?

Seems clear to me, if he is not a member of a professional body then he can only be the "other" referee - membership of a professional body confirms your professional standing (I would like to think so as I am a member of an accounting professional body).

Ok. This would then go for any one contracting or working through their own limited company.

Yes, atleast a professional grade member of a chartered society.

Yes, if MBCS or higher.

One more question : Is there a difference b/w 'director of registered company' or working through an umbrella company ? Would the later not qualify as acceptable ?

Under an umbrella one is an employee of the umbrella instead of the director of a limited company. Completely different structure.
