Problems with Referees for MN1

Hi
I am going to apply for my 4 yr old (school going) and 2 yr old child for their MN1 application.
Problem is that the school teacher has refused to be a referee as it is 'against' the school policy.
The Health visitor has also refused as it is against their 'so-called policy'.
We don't know any Minister of Religion and the child are NOT on any benefits so no Social worker.
Can some seniors please help me out in this.
