British Child First Passport Delay

I'm not sure if anybody is facing this issue, but I'm facing significant delay in getting my child's first passport, who is a British national at birth and only few month's old. What could be the reason for this?

Its not necessarily stuck.
HMPO could be suffering all sorts of inefficiencies, staff shortages, surges in demand & etc.
When was application filed?
It could take 8 - 12 weeks or more.
Suggest sit tight and wait.

Probably I’m too impatient. They received it on 09/11/2016.
Last year same time, my son got within a week.
Not sure what happened this time :--(
Will be chasing them after it has passed 3 weeks.
