Query regarding qualifying for British Citizenship

I got ILR on 19th Feb 2016 and planning to apply for Citizenship on 19th Feb 2017 but I got the Tier 1 (General) visa on 7th March 2011 and extension on 9th Mar 2013. I'd be grateful if someone could clarify when do I exactly qualify for citizenship. i.e. On 19/02/17 or 07/03/2017? Does one need to apply after completing 6 [5 Years Tier I (General) + 1 year ILR] years' period or completing one year on ILR is sufficient? I am planning to apply through OISC qualified immigration advisor. Is it alright or can I go through NCS and save fees that I am intending to pay to the advisor? Please advise.

Citizenship is based on 5 years residence. You can apply on 19th Feb 2017 and the start date of the qualifying period will be 19 Feb 2012. Make sure you were physically present on the date in 2012.
You don't need an immigration advisor, you will be poorer just for someone to complete your form.
Do it yourself and submit using NCS.

Thank you very much indeed CR001! I really appreciate your invaluable insights into this.
I have one more query. My wife started living in the UK with me from 28/01/2012 on Tier 1 (General) dependent visa. She got extension and then ILR on the same dates as that of mine. Can she also apply with me for the citizenship or do I need to apply for her after my application is through?

She can apply. Each person applying has to meet the requirements individually. There is no 'dependent' concept for citizenship applications.

Many thanks indeed for your kind reply again CR001!
What is the turnaround time currently?

Some members have had quick approvals (2 months from submission), others are waiting more than a year (applied late 2015 and still waiting). But a fairly good estimate is roughly 4-6 months.
