Has anybody received their passport after the name change policy update dated August 2016?

I am planning to do the following, could you advise whether this would work:
1) Apply for Citizenship in my EU passport name
2) Apply for my First passport in my *NEW* name, providing the following:
  • Deed poll that I signed more than 5 years ago
  • Declaration that I will use my British passport and NEW name for all purposes
  • Cover letter stating that my country of origin do not allow name changes (unless exceptional cases which I am not eligible for) or to give up citizenship PLUS suggestion to add my previous in the observation page in the passport
  • Several proof that I changed my name already (driving licence, employment letters, bills and bank statements
Is this enough? Any advice please, I have my NCS next week and am a bit worried about it

As I understand it, you need proof that your country of origin does not allow name changes. Somebody I know provided a letter from their Embassy for example.

The Embassy people here in London are a pain and won't help provide any kind of letters  What shall I do?

Persuade them to issue a letter.
Refuse to leave until they do.
I have had to do this; it can be done.

I have already been and nothing at all could be done. Can I get the official government pages from my home country printed and then translated? Would that help?

Also I have signed a deed more than 5 years ago and have used my new name since, I cannot believe I still won't be able to use my new name

Would cancelling my passport help instead? How can I cancel it?
