When to request a NCS Appointment

Hi Everyone,
I tried to get an appointment for myself and my wife (probably that would be 2 appointments) for April 2017 from the Windsor & Maidenhead Council (also tried Surrey). They both said, it is too early to book an appointment and I should try sometime in March.
Do we know how much in advance can we book the appointment.
I would really appreciate your help and guidance.
