Is it possible to combine passport application after receiving Citizenship approval letter but before ceremony is being scheduled?

Haven't opted for JCAP option while applying for the naturalisation.

No, you can't. You will have to wait for the ceremony and apply once you have your certificate.

For new applicants like me, do we send both BC form and passport application form to HO or do we need to send the passport application form separately to passport office?

Separately. If you apply for BC by post you will have to wait until you have attended your citizenship ceremony before sending off your passport application.

So joint application is only available to those applying through NCS?
