Neturlization question about good character

Hi;
I am looking clarification on below, and appreciate if someone response.
1. HMRC send me payment notification on 3 Feb 2017 against my personal tax of 2016, this is not penalty letter, I Immediately called them and make the payment plan.
can someone guide me is this consider as offence against my neutralisation application.
2. my wife had minor accident but all payment gone through by insurance, do we have to mention this incident in the AN-1 form, will this be a problem with the application?
3. I have made a late payment my car tax because of dvla online system I didnt got DVLA letter to pay my car tax and they send me penalty notice directly to pay the fine, will this be a issue and impact my application?
