Section 3 on Passport application form

Hi All,
My friend is applying for his first passport and need your help to answer section 3 of passport application form;
1-Does a person hold any sort of passport (UK or others). Does he need to tick Yes and provide his Pakistani passport details (he dont want to cancel his Pakistani passport) or does he need to tick on No
2- Does he needs to complete section 5 for parents details. Although his parents are not british and never visited UK.
