holding EEA-PR card for 12months. Next step for citizenship

I am a non-EEA family member of an EEA National. I moved to UK in 2008. And have been married since June 2011 to an EEA national.
I had a 5 year visa as family member on an EEA national, after which I applied for EEA-PR (cost was 65pounds), I have received my EEA residency card 8months ago. Along with my residency card, I got a letter from Home Office that i will be eligible to apply for my citizenship this year June.
So I have few questions:
1. Do I need a life in UK test?
2. Do I need an English test? (I am an Srilankan National, and do not hold a University degree)
3. What are the fees for citizenship? (i read online its around 1300, and some places it showing the fee is very minimal)
