Can UK citizenship be revoked due to Indefinite Leave to Remain misrepresentation, where there may be mitigating circumstances, which are difficult to prove and person in question spends more than 5 years on Indefinite Leave to Remain, before applying for citizenship and also would have qualified for ILR under 14 years residence rule before it was abolished and furthermore spends about 20 years in UK in total?

The basic answer is yes, without regards to your specific circumstances. But it is rather uncommon. I'm afraid there is no retroactive qualification for visa categories that no longer exist. Several HSMP holders are learning that the hard way. There are cases on this forum where people 'updated' the information they gave to the UK government, that would have initially disqualified them from some paths to citizenship/residency, and had their citizenship revoked as a result. The status of these individuals, as well as their way forward afterwords, is unclear.
