Application approved- still no ceremony letter

Got the citizenship application approved on 14/08 but I still have not received the ceremony invitation letter. I read on other ( older ) threads that it MUST be booked within 21 days after the approval date. Is it still the case? Should I contact the local council to be safe?
In the approval letter it says do not contact your local authority until you receive the invitation... And it says e-mail us if you still have not received it within the next 3 weeks which I thought is the 'deadline' for booking it.
Any advice is appreciated!

Just did call the register office and they said the Home office has to send me the ceremony invitation letter and not them hmm... Told me to contact the Home office instead. Shall I wait for 21 days as it says in the letter or do it now?

When did you call the council ? Yesterday or Today ? I called yesterday and sent email today, Have not heard back from them. I know the 5 day and 20 day service standards, but just trying to guess estimated response time here.

Applied on the 18th of April.
Decided on the 22nd of August 2017.
Am still yet to receive any letter from HO.
Called HO today and gave all my details, I was told I will get a response within 5 working days, few hours later l received an email stating no record showing that on their system.
Am confused now because is more than 10 working days after showing decided on 22nd of August. Please anyone facing the same problem.

I received my approval letter which says that I should contact my local council. A bit strange that HO sends different instructions to people applying for citizenship. Maybe something to do with local council arrangements.
