British Naturalisation application refused !

				Hi All,
I received a letter from the home office today stating that my application for British Citizenship has been refused. The reason for refusal is their claim that they sent me a letter requesting evidence of residence about a month ago & since they haven't received a reply they have refused my application.
Unfortunately, I have not received the letter they claim to have sent & up until this evening, didn't even know it existed. I cannot reply to a letter I never received. But how do I even prove that I have not received it? Did HO definitely send it? Did it get lost in the post ? Additionally, HO has not sent any emails or text messages reference this considering they do request my contact details (phone number & email address) on the application.
So, right now, I really don't know what to do -
Do I apply for the application to be reconsidered (There's a separate application form for this where I have to shell out a further £321 for this to be re-considered citing the reasons, though apparently this will be refunded if the decision is reversed). They state on the letter that they do no re-open application unless there were compelling circumstances. For Eg. "If you did not receive our correspondence because of an unexpected absence or illness". I did not receive the correspondence, period. Not because I was absent or ill, but simply because it wasn't delivered & so I haven't received it. Even then, not sure if HO won't just simply refuse the reconsideration request & then I'll end up losing the +£300 reconsideration application fees in addition to the £1282 application fees.
My second & expensive option is to re-apply for the Citizenship from scratch. This means shelling out another £1,282 & who's to say this won't happen again. Besides, HO did not send me back my LiUK test certificate so do I have to take the test again or request a copy ? All this hassle over a piece of paper I never received. In the age of technology, where most companies use text & email as an active way of contacting people & HO relies on the postman/postwoman with no proof of receipt of letter.
Bottom line, my application has been refused & as my username says Just my luck. I would really appreciate any suggestions & recommendations you may have regarding the matter & if you had similar experience, please share.
