Hi,
I was not aware that EEA PR and EEA QP exist and what their difference was. I sent a EEA QP registration document with my naturalisation application. It was refused.
What can I do to rectify this? Assuming I need to now apply for EEA PR, but can I then submit just that as a correction or do I really have to send a whole new application?

Unfortunately you will have to reapply for citizenship after you have applied and received your PR, you cannot submit this as a correction. I appreciate this is very frustrating (as is the whole process).

Also bear in mind that you need to have had PR for at least 1 year if you've only been in the UK for 5 years (the time at which you become eligible to apply for PR) before you can apply for citizenship.

What I would say is to download the latest guides and read them thoroughly, and then read them again - and just to be on the safe side read them once more and if there's anything that's unclear call the HO and ask.

It is very clearly mentioned and is not a new requirement. It came into effect on 15th November 2015.

The AN form clearly asks for your Permanent Residence card number under question 2.4 on page 12 and again on page 29 SECTION 4.

Also, page 15 of the AN Guidance notes clearly states 'Document Certifying Permanent Residence', including a paragraph and link on how to apply for the DCPR.

I am assuming you applied on your own by post for citizenship and did not use NCS at the council who would have checked your application and documents for you.

It does mention it and as CR001 suggested there is a whole section where you need to include all the details from your PR (unless the guide that you have read is too old). The requirement was introduced a while back (can't remember the exact year & date).

I suspect there may be copies of the guide and application out there that are too old, which is why I recommended to always read the latest guide from the HO website as requirements can change without any notice and the responsibility is on the applicant to ensure they follow the right process.

Before submitting any application I would recommend checking the HO website to see if there's been any updates and/or changes. You could print out a form, complete it one day and the very next day the form changes!

They probably are from the HO but I have found some really old guides and forms out there available through council or university websites. You'd be surprised!
