reapply for citizenship - EEA Citizenship

hi,
I need to reapply for the citizenship as I've not submitted the documentation they asked, not all at least.
I was wondering what I should fill on the BPR section as I don't physically have it, having been only submitted at post office, but I've applied for it and I don't know it's number
Also, is there a mimimum timeframe after which I can reapply? I haven't seen anything written everywhere.

Are you reapplying for British citizenship or another EU citizenship??

Apologies for the lack of clarity.
I am thinking about reapplying for the British one as I am already a EEA citizen

Do you have a document certifying PR?
What documents did HO say you failed to submit?
Which question of the form are you asking about?
You can reapply at any time. There is no 'timeframe'.

Yes I do have the PR document
HO refused on the basis that I didn't meet the 5 year requirement. They asked me to provide additional documentation to cover for the 5 years however it was not that I needed to send the form again with the new application date, hence failed. is it a case for reconsideration?
The question I am asking for is whether I have a BRP or not in any previous application (question 6.1 in section 6). I think the answer should still be "no" as the BRP in the form is different from the biometrics taken for the citizenship

I actually am not clear on what you are trying to say. What documents were you asked for and what did you send??
Is your PR a paper version document or a biometric card??

I don't need a biometric card being European.
The PR is a paper version
Sorry for the lack of clarity.
Given that I was not in the country on the actual date 5 years before making the application, HO asked me to provide additional documentation (e.g. employers' references) to prove that I've been consistently in the country for 5 years (which I was).
They also mentioned that they would have considered a new date of application if I was resending the form with a new date in section 7 (but I didn't send the form back, but only the proof of employment as I didn't realise that I actually had to send the form back), hence the refusal.
