NCS service for citizenship and passport

Hi all, bit confused with this , could anyone help with some basic step by step guidance.

I hold ILR for more than 2 years now (after 5 years in Tier1 general) and wanted apply for citizenship. Few months back I went to my local council's NCS service for both citizenship&passport service and they asked me to get some form from the post office. I went to the post office buy they confirmed they got nothing to do with citizenship or passport. I got no idea what the NCS lady meant.

What forms I should furnish and 'is/are' all available online to download?
Iife in UK and English language certificate I got is more than 2 years old now, do I need to retake these ?
What service I get from council or what is the easy method of applying (online ?)

You need this form for naturalization & you can get a passport form from most post offices.

Life in the UK has no expiry. You will need to provide English language proof of B1 CEFR or higher from HO's approved center.

You should apply through NCS as you will be able to keep your original documents and they will check all your documents & application form. You can use any council, check if they provide JCAP (joint passport & nationality) as you would apply for passport at the same time. Some councils only provide services for Nationality service.
