Booking public ceremony in advance and then book private one?

Hi,
I finally got the invitation for the ceremony. Looking through the available public cerimonies, the earliest is late February.

I called my council for a private cerimony, but the person in charge of booking them is on leave until next week.

Since by then the public cerimony may be full already, I was wondering if I could book the public one now, and then book a private one (if they have available dates matching my schedule) and cancel the public one?

I'm opting for the private one because I work far from home, so attending a public cerimony may cost me the day. It comes out cheaper if I just pay for a Saturday private cerimony instead.

Why not call the Council and ask the procedure for transferring later to a private ceremony

I did, but they don't know themselves. They told me to wait until next week and ask the person who's in charge of booking cerimonies. I guess I'll just book it and see what they say next week.
