MN1 for EEA child born abroad

Hello Everyone,
I am EEA national got my PR last year,i am in process of applying for BC for my two kids 1 is born abroad and another born in UK, One born abroad also hold PR which is issued last month Jan 2018 so she is due for BC in Jan 2019 i believe.
My question is can i apply for BC now using MN1 form for child born abroad who also holds PR.

Please reply Moderators,Guru's will be much appreciated.

Children born abroad applying for registration under Section 3(1) do not have to wait for a year if at least one parent is either a British citizen or applying to become one AND the other parent has either ILR or PR.

So, what is the status of the other parent?

I am in same situation, it does interest me. But on the approval letter it says 12 months after acquired PR. So I am a bit confused. Even though we sent doc proving 7 years of residence, the HO ignored it and stated DCPR as same date as printing on card.
