Indian Passport for child with both parents OCI holders (for ROA)

Hello
My wife and myself both are British citizens ( through naturalization) and my my wife is pregnant with due date around Feb 20th 2018 .We both hold OCI. I would like to apply for ROA (Right of Abode) to new born baby as british passport takes 6 to 12 months. However to apply ROA first I need to apply for local Indian passport as ROI needs to be stamped on some passport.

Could anyone please let me know if we can
1.apply Indian passport for the new born?
2.If we can apply right to Abode for the new born WITHOUT getting Indian passport?

Appreciate all you help and experience. Not getting proper answer from Indian passport office.

My understanding is that no you cannot as neither parent is an Indian citizen and passport holder.
2.If we can apply right to Abode for the new born WITHOUT getting Indian passport?
No. A passport is required as ROA is not a BRP card but a visa vignette in the passport.

Thanks for quick reply.

My wife is going to Indian passport office tomorrow. I will keep it posted incase it helps other. If that is the case then we need to directly apply UK passport and wait for 6 to 12 months :-(

Indian passport is not an option.

I couldnt thank you enough. I am scratching my head. I tried calling everywhere possible without luck. Thanks tone for precious information. Now atleast I can be mentally ready for this.
