British Citizenship and Parental Responsibility

Hi, been reading online but it seems my case is not straightforward.

My step-son settled in the UK with ILR at the age of 3, from the US after I married his (US national with no right to British nationality of any kind) mother. That was over 10 years ago. I am now separated from his mother. There is a Court order for shared care, although he is now living with me full time. I have parental responsibility for him. I was born in the UK, I am a British national as well as both of my parents.

1) Is my step-son a British citizen by decent? Or is that not the case because I am not his biological father? The online info states "parent", but what exactly does "parent" mean?

You’re a citizen ‘by descent’ if all the following apply:
1.you were born outside of the UK
2.one or both of your parents were British citizens at the time of your birth

2) If not, what is required for me to make an application to register him as a British citizen?

No. Because at the time of birth his parents were not British. (assuming the other biological parent is not British)

Think you need to apply for naturalisation using MN1 (but not under the above category you mention).
