My apologies if this has been covered elsewhere.

I applied for registration via the UKM. I was born in the USA to a British Mother (both of whose parents were British).

I received my letter stating my registration was successful about a month ago and am awaiting my citizenship ceremony letter.

Am I able to apply now for my Passport or do I need to wait until I complete the ceremony and get my Certificate?

No you cannot as you are not yet British.

Yes as you are only British once you have attended your ceremony. You also have to send your certificate with your passport application and the form asks for the certificate number.
