No. Child would ONLY be eligible for citizenship IF either parents holds ILR and child is registered before the age of 18 OR if the child lived the first 10 years in the UK.

Nope. Simply being born in the UK is not sufficient to warrant any benefits to the child if the parents are not settled or hold ILR or BC.
