UKBA discretion for residency requirement

Hi

I am applying for naturalisation end of this month. My total absences during last 5 years is around 470 days which is 20 days more than the allowed absences (450 days)

UKBA website says that they can use discretion between 450 to 480 days. How true is that ? Do they use discretion all the time if the absences are less than 480 days.

Please advise. Thank you.
