I submit my application on 10 May 2018 through Brent Council. I haven't been heard anything till today no money taken no, bio matric, no acknowledgement letter, is this normal or shall I have to ring HO.

Looks like 4 week is the average wait.
I applied via NCS on 8th May and am waiting too..

I would assume you have confirmed receipt by HO as you would have been provided with the tracking number.
If it is with HO then there is no need to panic. HO or other govt depts are no so inefficient that they lose documents. Things are taking time due to the spurt in applications from EU citizens. I dont think they have increased staff to meet the demand.

So I think you should receive yours soon.
Probably they have a 4 week deadline for the acknowledgment and fee collection.

Today i checked my account and findout they took money out of my account so i assume they start working on it not.
