My brother is British citizen which he got after spending 5 years on Tier 1 general and further 12 months on ILR. His wife came to UK as PBS dependent when my brother was on Tier 1 itself. Now his wife has got ILR after spending 5 yearas as PBS dependent. my brother got his British Citizenship last year.
My question is if his wife need to wait for further 12 months for naturalisation or she can just appply now as wife of British citizen.
All the advices would be much appreciated.

She can apply now if she meets all the requirements for spouse of BC based in 3 years residence.

she meet all other requiremnts. i am confused only that 3 years back my brother was on Tier 1 himself. He got British citezenship last year only.

Makes no difference. At the time she applies he is British. The rules do not say the spouse must have been British for 3 years.
