British Citizenship - passport Application

Hi
We (me and my wife) applied for BC through Council 10th may 2018. But while submitting documents they said we can not apply for passport at same time. on January policy changed. But when we book appointment March in person they didn't say anything- received money for both applications . Even before appointment day also no contact by council. After postal application for BC only, I completed biomedic and waiting for discussion.
I am in a hurry to visit back home with British passport because of that I want to apply for passport asap. I have 2 questions:
1. Can I apply for passport before naturalization descission if yes how online or by post- any first track? If no- then how should I apply to get passport early?
2. Because of council miss leading or harassment can I complain or where to complain?
I do not want others applicants should face problems by council.

1. No you cannot apply for a passport until you have attended your ceremony if your application is approved. There is no fast track service for first adult passport applications.
2. Harassment?? Complain to council.

Minor typo,it should say "you can't" apply until after the ceremony.
You need to be British first, i.e. after the ceremony.

If you wanted to apply for citizenship as well as passport, you should have opted for online citizenship application.
I’m not 100% sure. CR001, can you confirm this pls?
