Countersign Passport Application

I am a bit puzzled to who counts as a close family member

Can my uncle's mother-in-law (The mum of my uncle's wife) be someone to countersign my passport application.

I feel she is a bit distant not as close as my uncle for instance or my cousin

she is a barrister

please let me know

No family or relative can sign and that means any blood family or any family you have through marriage.
