Over 18 but came to the UK as minor

Hi.
If a person has come to the UK with his mother as a minor and his mother claimed asylum and they have been given Refugee status and then indefinite leave to remain. Can he apply for Naturalization when he becomes over 18. He has not completed his 10 years in the UK. Will last 10 years legal status rule apply to him as he came as a minor and did not know what is legal and what is illegal?

Help will be highly appreciated.

Thank you very much for prompt response.

It says that if the person comes to the UK as minor then discretion can exercised to waive the immigration breach (Page 26), does it mean it will not apply to minor who was minor at the time of arrival in the UK and now that person is over 18, using form AN for naturalization.

I would assume so, as the guidance relates to naturalisation (adult) applications. Remind the caseworker of their discretion when applying.
