Filling form at NCS

I went to NCS today. They gave me a form that is asking if at any time I have been in breach of immigration law since I entered the country. Brief history:
Entered uk 2002 asylum refused and signed on till 2011. Dl issues in 2012 and again 2015. Ilr issued in July 2018 after 6 years of dlr. Iam married to bc so I applied on 3 years basis. So do I say I was in breach of immigration or not because I didn’t have any legal leave from 2002 to 2012. Thanks

Yes you were in breach as you had no valid leave to remain.

Yes it will probably and if you are refused, you will likely only be able to apply again in 2022, 10 years after the date your stay was legalised.

If you are refused, you lose your fee.
