Certificate of Entitlement (Right of Abode)

Please help i have a query, My aunt born in 1945 in Zimbabwe formerly Southern Rhodesia to a british born mother born in London, She wants to apply for CEO or ROA im not sure if these two things are the same. The only paperwork she has is her Zimbabwean birth certificate her mothers British birth certificate. What other paperwork would she need to apply if she can apply.
