Tax Reference Number for Self Employed

My query is regarding filling in the detail of employment of my husband's form. He is a consultant and started contracting in April this year. He is self employed and a director of his company. The section 'Details of your employment' has a field '1.49 Tax reference number' which we are unsure of. He has following three numbers:
Personal URN
Company URN
Company VAT Number
Which one of these should be the Tax reference number for him considering he is self employed.
He started working as a contractor in April 2018 this year so his annual tax hasn't been paid yet.
