British naturalisation, retain to right permanent resident EEA family member

I need an advise your guide would be great help
I have been given permanent resident (regulation 10 of the immigration European economic area regulation 2006. (Family member who has retained the right of residence,
Dated 3 August 2017.
I need advise to apply for British residency.
I have spoke to few solicitors and I am getting mixed response some days I can apply and some says I can’t due to 10 years rule .
I was entered in the uk ilagally and first application in 2012 when married to EEA citizen,
There is not other record I have with homeoffice
