When is The Best Time to Apply Citizenship

Hello Everyone
28/01/2018 Issued ILR
Could anyone help please what is the best time to apply citizenship
Immigration History
Aug 2002 Came in UK
October 2002 Applied Asylum [ First time brought myself to the attention of the Home Office]
Dec 2002 Refued , Appealed All appeal Righst Exauset in May 2003 Reporting until June 2003 then Absconder.
Nov 2007 Again come attention of HO and apply ECHR which was pending until May 2009, during the time i applied work permission was refused
May 2009 Applied in Legacy while ECHR applciation was pending
October 2010 HO granted Work permision while both legacy n ECHR was pending
In Nov 2011 first DLR granted then extended in Nov 2014 intime applciation and then in 28Jan2018 Granted ILR
According to Good charatcter which is very confusing I brough myself in HO attention twice in 2002 and in 2007
Can i Apply citizenship after 28Jan18 or i need to wait until i complete 10 years legally in UK

Probably safer to wait until completing 10 years legally in the UK.

In my opinion and understanding, if your lawful stay was regularised in 2011 because of the grant of DLR, maybe you should count 10 years from that point forward so long as there was not any break or breach of your immigration leave to remain or the immigration rules.
I can see why Vinny also stated this below.

I believe 2021 would be a on the balance of probabilities for a successful application of naturalisation as a British citizen, consideration of a submission date.
prior to that is then taking into account of the history prior to the first grant of DLR in 2011 which is within the 10 years UKVI do consider from my understanding.
If any of this is wrong please feel free to correct me.

I would like to take a chance i know 99% they will refuse but can i challenge on good character
because i was intouch with HO from 2002 and then from 2007 i was keep on their record and then start re-reporting from 2010 when they asked for
Their rule on good character is not clear

Long time since I saw ur post here. Good to see you back.
I have the same issue as you and exactly the same entry and dlr issue.
First arrived to the UK: October 2002.
Received FIRST DLR 2003 (I was 16) UNTIL 2005 (I became 18).
REFUSED EXTENSION and stayed absconded but with social services knowing my whereby as I was under their support and my younger brother until 2009. Several emails to Home office to overlook my case again and letters from solicitors until 2007 or 2010 (I cant remember exactly) where I was told to start signing and reporting to the home office centre.
- I was granted first 3 years DLR in August 2011 until August 2014.
-2nd DLR APPLICATION APPLIED 28 DAYS BEFORE THE first LEAVE EXPIRED. (July 2014)
- BUT WAS TOLD BY THE HOME OFFICE IN DECEMBER 2014 that I used the wrong form. Gave me another 28 days to resubmit. The resubmission was accepted and was given the 2nd DLR IN January 2015.
-2ND DLR EXPIRES IN JANUARY 2018. Applied for ILR AND RECIEVED IT IN FEBRUARY 2018.
- I WAS TOLD BY CR001 and my solicitor I would fail my good character under the citizenship criteria if I apply in 2019. So I would need to wait until August 2021 until I can apply for my British Citizenship.
So I reckon our story are exactly the same.

Looking at the home office letter response you have just dropped it gives us a slight chance if someone understands the Home Office response clearly.
So as an illegal entry in 2002 I can show them my ARC card which they provided and I still have. I can provide them with correspondence to show I was in touch with them all these years.
Its actually understanding the response clearly and if there is a leu way. Looking at it they are suggesting from the day we applied or entered the UK (IF YOU HAVE GOT EVIDENCE) . CORRECT ME IF I AM WRONG.

Its says

from the date of illegal entry or start from the date of obtaining leave to
remain?
The ten-year period for an illegal entrant will start from the date of entry, if known. Or, if
not known, the date on which the person first brought themselves to or came to the
attention of the Home Office. The date of obtaining leave to remain is not relevant to this
requirement.
