1st British passport application for Child born before parent got ILR

Dear moderators and all
I am applying for my 9 yrs old daughter for her 1st British passport online. As part of application I have to send her previous passports but unfortunately 2015 her passports I had to send to Home office as my dependent and that application was refused. And later I didn't include her with my application. Since then her passport is in home office.
How can i get her Asian passports back from Home office?
Please help me with your experience.

Have you registered your child as British on form MN1 yet and received approval and the certificate?? This is required before she can get a passport and is a separate process, as previously advised

Dear CR001
Thank you very much for your reply. Yes, she is registered as British using MN1 according to your previous advise and she has got the certificate.
I really appreciate your valuable suggestions.

They have no grounds to retain her documents.

Request their return.
