Urgent Please help!!!

My Bulgarian friend has been living here since 2008 and has not had any long absences from the UK. he has been paying taxes etc. Despite he has been in the country for over 10 years he was issued with a registration certifcate last year however he must had been issued with a pr. After submitting his online application for citizenship , he realises that his document is not a pr and it is only a registration certificate. Now he is wondering whats gonna happen to him , refusal????
