Refused Naturalisation Application

Hello guys,
Extremely disappointed and need urgent advice.
I have been applying for naturalisation as EU citizen, but my application was refused due to the following reasons:
“An application for naturalisation made on or after 12 November 2015 by European economic area or swiss national must be accompanied by a document a document certifying permanent residence or a permanent residency card issued by the home office. As you have not provided a document certifying permanent residence or permanent residency card, issued by the home office, we cannot be satisfied that you were permanently resident in the United Kingdom on the data of your application for naturalisation and it has been refused “
As far as I remember, in the Naturalisation application form online it was not a requirement to provide permanent residency (EEA) document

Does it mean that:
I have to get EEA residency card first and then to wait for 12 months to apply for the naturalisation?
I wasted £1330 being stupid?
Taking into consideration my circumstances, any chance to apply for the application being reconsidered?

That is the requirement since 12.11.2015. If you have been in the UK and exercising Treaty Rights for five years and that period was already 12 month or more ago then you won't have to wait.
I wasted £1330 being stupid?
Taking into consideration my circumstances, any chance to apply for the application being reconsidered? Reconsideration is about whether the Home Office has made errors in applying the applicable law. They probably argue they haven't. But you could point out that the system didn't ask for it. Application can take time - there is no service level promise. Certainly you need the PR document/card.
