MN1 and passport application together.

Hi everyone,
I have 1 year old daughter born in UK and currently living in UK. I got ILR this week and going to apply for her naturalization. I have couple of questions.
1) She does not have any identity documents from any other country She has only birth certificate in UK, is it mandatory to have identity documents before applying for naturalization ? Online application (MN1 form) suggest "Proof of identity is usually required to make a valid application" Or it should be fine to apply without any identity documents.
2) Can I fill her passport application and MN1 form and send it together?
Any help will be appreciated.
