Court fine in EEA country

Hello,

A friend of mine (honest) owned a flat that she was renting out to some friends. So those friends probably did some water leakage to the neighbours downstairs. Long story short - three years later a friend of mine got the court summon with fine threats for the "damage" done in 2016. Problem is she didn't visit her home country for 5 years and not planning to ever come back even for this court as the flat was sold year or so ago.

Question :

1) if she gets fined (not a criminal sentence), will that affect her PR/Citizenship application?
2) is it better to pay fines whatever those are in case p1 is affected?
