IS application fee include cerrmoney fee or you have to pay one you get aprooved?

Yes it is refunded. Likely after a letter but could be sooner.

so ppl shud keep eye on bank as if thay refund and its sugestaion for refusal ?

To add, if you want to have more guests or the ceremony to be sooner, you can ask for a private ceremony the fee for which is not included and you will have to pay.
But if all you want is the basics (aka Ryanair style just to get there) then everything is included yes.
EDIT: Although I guess the reason for the question is to "track the progress" of the application whether it was refused or not...
Not sure myself if the refund arrives before the letter or after. Hopefully someone knows!
