Do Penalty Charge Notices affect the citizenship application

My dad is trying to apply for citizenship but he's got PCN(Penalty Charge Notices) from the local council for parking and one for an illegal turn(he was caught by a camera). None of these mentioned him by name, only the car reg. number and register owner. Two of them are from 2016, three are from 2017 and the latest two are from 2018. Should he mention them ?
