CAN I APPLY FOR BRITISH PASSPORT.

My younger brother was given indefinite leave to Remain in year 2002, he picked up a conviction on assault in 2016. Can he he apply for British passport now? or what is the implications on his Naturalization?

Naturalisation application comes first - regarding brother's conviction recommend you read up on the case worker guidance relating to "Good Character":

Passport can only be applied for once you are British.
