Settled Status and British Citizenship for EU national

I am unsure whether to post these two questions in the EEA or ILR forum.
I am applying for both Settled Status and then British citizenship. I previously received a liability from a magistrate court, I am not sure whether it is a criminal record. Where should I mention this or should I state that I did not have any criminal offence?
I am using the online test form to apply for settled status, as part of the residency requirement of the application for British citizenship. I have documentation to prove continuous residency for the 5 years period 2013-2017. Would 2017 be the date I am granted indefinite leave to remain (to include in the citizenship application form), or would it be the day my status application is accepted (2019), in which case would I still need to wait another 12 months before applying for citizenship although I have already lived more than the required 6 years in the UK; and if so should I use the Permanent Residency card application instead?
