Passport referee query

Hi. Just a quick one. For application of my 1st british passport i am planning to give a reference of a person who is a British national but has had a full uk passport for around a month only. Is that ok? Thanks

The person needs to be British at the time of signing as a countersignatory. There is no requirement that they must be British by birth or for x number of years.
They also need to be a professional, per page 12 of the guidance notes.
