Spouse of British citizen

I have read in this forum that spouse of newly naturalized British citizen can apply for naturalization immediately after getting ILR. However the citizenship law mentions that
[At any other time in the twelve (12) month period ending with the date of application, not subject under the immigration laws to any restriction on his/her period of stay in the UK;]
I was a bit confused by the above statement. Can someone please clarify if spouse of British citizen apply for naturalization immediately after they get ILR?
