ink stamped ILR and citizenship ,

Hi Everone,

I have a quick question regarding my brother citizenship application ,
My brother got ILR vignette sticker in year 2000 and later he lost his passport and in his new passport he got ink stamped ILR. Now he wants to apply for citizenship and someone told him that he needs to apply for biometric card first then he can apply for citizenship.
Kindly guide me regarding this matter as i can not find any link or source regarding this matter.
