Referee living outside the UK but Professional

Hello guys,
I read from UKLGIG forum that one of the referees for British citizenship could be a professional from any nationality AND DOES NOT HAVE TO RESIDE IN THE UK. Is this true?

Also, I found this Referee form online. Is this the form I will need to give to my referees to sign? I have not finished my online application yet. But I want my referees to see what they are going to sign.

Did I post my query in the wrong section? Sorry moderators. Because I am still waiting for someone who knows to answer my question. Or maybe because it's the weekend. I searched if I could find a similar question as mine but did not.

I know that one referee could be from different nationality. But what I meant was, if living outside the UK is ok. For example,

(1) A lawyer (professional) who is of Turkish NATIONALITY living in the UK (who for sure have ILR or PR status)
(2) A lawyer (professional) who is of Turkish NATIONALITY living outside of UK.

That was basically my question. Can I use (2) as referee? Thank you in advance.

To those members who will be needing to know this information about referees in the future, I will be answering my own question. Thank you very much!

I have searched the forum, found some thread regarding my question but could not find a confident answer from members.

So here it is... I called the Home Office (Citizenship and Nationality) just today at 0300 123 2253. The lady named Julia said to me that the professional referee can be a non-resident / living outside the UK.
